Does my parking garage need a BDA system? +
Yes — parking garages and below-grade structures are among the most common ERCES deficiency areas and are specifically addressed in NFPA 72 and IFC Section 510. Concrete construction and below-grade depth block public safety radio signals almost completely, making BDA coverage mandatory in most jurisdictions for any garage attached to or beneath a covered building.
Who is responsible for BDA compliance — the GC or the building owner? +
During construction, the general contractor is responsible for ensuring the building meets code requirements — including ERCES — before the Certificate of Occupancy is issued. After CO, the building owner is responsible for maintaining the BDA system and completing annual NFPA 72-required testing. Signal Compliance Corp can assist with both installation and ongoing annual inspections.
What happens if my building fails the ERRC signal test? +
A failed ERRC test means the building does not have adequate public safety radio coverage and a BDA system is required before a Certificate of Occupancy will be issued. Signal Compliance Corp can complete the survey, design, and install the required BDA system — and in most cases, we can have the system operational and ready for re-inspection within 6–10 weeks of contract execution.
Does Signal Compliance Corp provide annual BDA inspection and testing? +
Yes. NFPA 72 requires annual inspection, testing, and maintenance of all ERCES/BDA systems. Signal Compliance Corp provides annual testing services throughout New England and New York, including signal level verification, battery backup testing, and all documentation required by the AHJ.
